China and Brazil: Contributing to the "BRIC Plan" to Enhance the Discourse Right of Emerging Powers

In 2008 -2009, the then BRIC countries held a series of talks and established a summit mechanism to expand into an international political entity. Brazil, as a representative of Latin America, has made outstanding contributions to the development of BRICS cooperation mechanism.

The reason why Brazil can occupy a place is closely related to its comprehensive strength. For a long time, Brazil’s gross national product has been the highest in Latin America. In addition to the traditional agricultural economy, Brazil also has natural advantages in raw material resources, with the highest reserves of iron, copper, nickel, manganese and bauxite in the world.
After South Africa joined in 2010, the English word "BRIC" was changed to "BRICS" and renamed as "BRICS". Brazil has been an active advocate of the BRICS cooperation mechanism since its establishment. Brazil hopes to show the elegance of emerging powers through the multilateral stage such as the BRICS countries, and also hopes to gain more voice in international political and economic governance through this bridge.
From Lula to Rousseff to Termel, Brazil’s political arena has changed constantly, which is hardly stable. However, Brazilians have the same attitude towards the BRICS cooperation mechanism, that is, let Brazil play more roles, focus on strengthening cooperation between countries, and strive for more international attention and balance international power.
In fact, over the years, Brazil has indeed contributed to the BRICS cooperation mechanism and the development of multi-polarization in the world. The BRICS countries, including Brazil, have played an important role in financial reform, climate change, social development, anti-terrorism and peacekeeping.
From September 3 to 5 this year, Brazilian President Termel will attend the ninth meeting of BRICS leaders in Xiamen, China. Earlier, in an interview with the media, the Brazilian Foreign Minister expressed the hope that the five countries would further deepen cooperation in the economic field, "speak together" on the current anti-globalization trends such as trade protectionism, and at the same time strengthen personnel exchanges and exchanges and cooperation between business circles and academic institutions.
China and Brazil have a close relationship and jointly expand the BRICS "friend circle"
On August 15th, 1974, China established diplomatic relations with Brazil. In 2012, the relationship between the two countries was upgraded to a comprehensive strategic partnership. In July 2014, the Chairman of the Supreme Leader attended the sixth meeting of BRICS leaders held in Brazil, China — Leaders of Latin American and Caribbean countries met and paid a state visit to Brazil. China and Pakistan issued a statement on further deepening China-Pakistan comprehensive strategic partnership.
The two countries not only have frequent high-level exchanges, but also have close cooperation in international affairs. From the United Nations to the WTO, from the G20 to the BRICS countries, China and Brazil can be seen developing hand in hand in various multilateral diplomatic occasions.
Since the establishment of diplomatic relations between China and Pakistan, bilateral economic and trade relations have also made great progress. Brazil is China’s 10th largest trading partner and the largest trading partner in Latin America, while China is Brazil’s largest trading partner and export target country. The two countries have also signed cooperation agreements in the fields of aerospace, information technology, biotechnology, agriculture, animal husbandry and forestry, medicine and health, among which the joint development of earth resources satellite project between China and Pakistan is regarded as a model of South-South cooperation.
In July 2014, when the Chairman of the Supreme Leader visited Brazil, he delivered a speech on "Promoting Traditional Friendship and Sharing Spectrum Cooperation" in the Brazilian Congress. He said that China and Brazil are both big developing countries with important influence and emerging market countries with broad development prospects, and China-Pakistan relations have long gone beyond bilateral scope and become increasingly global. The most direct manifestation of this influence is that the typical representatives of China and Brazil, two developing countries, have made strong voices in multilateral diplomatic occasions such as the BRICS cooperation mechanism.
From September 3 to 5 this year, the ninth meeting of BRICS leaders will be held in Xiamen, China. BRICS cooperation will launch the second "golden decade". China will work with Brazil and other countries to sum up experience, plan the future, and contribute to China’s wisdom and the "BRICS Plan" for promoting world peace and development.
